Signature Issues

Public safety and infrastructure – During his 2026 campaign, Tolley said he would put a strong focus on the core functions of local government as commissioner, most notably public safety. He said he would “support all first responders with the resources they need to protect and serve.” He also put a focus on infrastructure, like roads, sidewalks and street lights, and also on traffic safety. Tolley said he will act to improve safety on Timothy Road in particular.

Parks and green space – Tolley promised to “expand parks, trails and green spaces for all residents.”

Experience

Tolley has practiced law in Athens for more than 50 years as a founding partner of Cook & Tolley, LLP. He also has some political experience, having served as president of the ACC Board of Education.

Political Affiliation

Tolley alternates between Republican and Democratic primary ballots. He voted solidly Democratic when he was younger but now takes Republican and Democratic ballots with equal frequency.
