“The impact of transportation on climate cannot be understated. Because it is important that access to transportation is improved and expanded, it’s likely that transportation will become more available to communities and families in need. Not only is it important that the current fleet is transitioned to fully electric, but it is also important that we adequately plan for expansion of electric fleets as we work to expand services to underserved communities. While Athens has laid a great foundation towards sustainable practices, i.e. resolution, Envision Athens, and the current plan, there is work that remains to be done operationally but also culturally. The lives of many don’t afford them the opportunity to fully engage with sustainability efforts. It’s important that ACC government prioritizes educating and empowering communities and families to live more sustainably. Additionally, there appears to be little communication to the public about the progress of ACC’s Clean and Renewable Plan, the priorities for each fiscal year, concrete actions that the government is taking to uphold those priorities and specific actionable steps that communities can take to support these priorities.”

“Equitable green space development is important. There are opportunities to engage with communities and developers regarding what this looks like in our communities. While green spaces are important, it is critical that we remedy the environmental injustices in our community that have lingered. In collaboration with the manager, staff, commissioners and community, we should align budget priorities to support an actionable plan to provide clean water (including developing infrastructure needs) for Pinewoods and Pittard Road residents as well as examine proper and lasting remedies (not quick fixes) to repair the harm that has resulted from these and other injustices (like the quarry). Also missing in many public conversations is accountability. The mayor and commission and local public housing boards and property management companies must prioritize the lives of residents living in subsidized housing by working to reduce environmental and health hazards such as bug infestations and prolonged water problems that increase the chances of mold build up.”

Indeed, to use the common synonym ‘assist’ for ‘facilitate’ here helps some but the question of how much financial assistance the county government is expected to provide remains unanswered. I personally feel that more government money on a percentage basis is obligated in question two than in one, but there are other ways besides direct expenditures weatherization of residents’ homes can be assisted.”

“Question: ‘Is prioritizing bike and pedestrian infrastructure beneficial for the future of Athens?’ Encouraging and promoting massive pedestrian use of sidewalks and trails is in my opinion one of or even the most important function of a local government. As a past and sometimes currently an avid cyclist, I consider and personally classify (non-motorized) bicycling to be part of being a pedestrian because many or most of the motor vehicle rules of the road just don’t make much sense when applied to non-motorized bicycle use for transportation. These are the benefits of a government promoting massive pedestrian involvement in a community. 1 – Each person who utilizes an alternative means of transportation (other than a fossil fuel-propelled vehicle) is a small win for the environment. 2 – Americans in general are leading sedimentary lives and do not get enough exercise, and when citizens and residents use bike and pedestrian infrastructure to safely spend time outdoors traveling either short or longer distances on foot or pedaling a bicycle it’s a big benefit to the individual personally and for the planet and society as a whole. 3 – When people are on foot or non-motorized two wheels those individuals can see problems and other issues that need to be corrected or addressed, when closed up in a motor vehicle those individuals are far less likely to be cognizant of those matters. Sometimes a person on foot will see positive things that should be beneficially replicated in other areas.”

“Absolutely—and this is an area where Athens-Clarke County can and should be more proactive. Right now, relying primarily on citizen complaints means we are often reacting too late. Sewer leaks can go undetected for long periods, creating risks to public health, groundwater, and nearby streams. If elected, I will support a more proactive and accountable approach by: implementing routine inspection programs in high-risk areas, especially where lines run through older neighborhoods or environmentally sensitive zones, leveraging technology such as smart sensors, flow monitoring, and GIS mapping to identify irregularities before they become major failures and strengthening coordination with property owners by improving notification systems and creating clear access agreements when inspections or repairs are needed. Expanding public reporting tools (including integration into a District 9-style citizen reporting app) so residents can easily flag concerns in real time. Tracking performance metrics, such as response times and number of leaks detected proactively vs. reactively, to ensure accountability. This is about protecting our infrastructure, our environment and our residents. We shouldn’t wait for a problem to surface—we should be actively working to prevent it.”

The county has set goals of: 100% clean energy for government operations by 2035 and 100% clean and renewable energy community-wide by 2050. That means this is not just a government initiative—it includes residents, businesses, and private property owners working together.”

“Equitable greenspace development is extremely important to me because it directly impacts quality of life, public health, and environmental equity across Athens-Clarke County. Not all communities currently have the same access to parks, shade, and safe outdoor spaces. That imbalance contributes to higher temperatures, fewer recreational opportunities, and long-term health disparities—especially in historically underserved areas like parts of District 9. If elected, I would prioritize: equitable distribution of parks and greenspace, ensuring every neighborhood has access within a reasonable distance, tree canopy expansion to reduce heat and improve air quality; strategic investment in areas identified as having the greatest need (as highlighted in past parks and recreation studies); and safe, usable spaces with lighting, walkability and community-centered design. Greenspace is not a luxury—it’s essential infrastructure. When done equitably, it strengthens neighborhoods, improves health outcomes and makes Athens-Clarke County more livable for everyone. There was a study done by Athens-Clarke County which designated Districts 9 as a top location for parks and green spaces, but those fund was sent to another District.”

“Investing in EV charging is important for Athens’ future, especially as more residents transition to electric vehicles. I am seeing more changes EV charging stations, expanding access—particularly in public areas and underserved communities—helps ensure this shift is practical and equitable, not just limited to those with private home charging. Prioritizing bike lanes, sidewalks, and safe pedestrian pathways is essential. This is about safety, accessibility, and quality of life. Strong pedestrian and bike infrastructure: reduces traffic congestion; improves public health; connects communities to jobs, schools, and services; and supports a more livable and sustainable Athens. District 9 is in need of improvement in infrastructure. This is a long-term investment that benefits everyone—not just cyclists, but the entire community. It’s essential that we respect the environmental changes happening around us and take a proactive approach rather than a reactive one. By planning ahead, investing in sustainable solutions, and addressing challenges early, we can protect our communities, preserve our resources, and build a stronger, more resilient Athens-Clarke County for future generations. “District 9 has experienced three sewer leaks within a year. Because sewer leaks are usually on private property, we do have an accurate record of how many leaks there have been. Even Fowler Elementary School is on septic. There are no state mandates to force residents to clean septic tanks or replace tanks after 30 years. Many renters do not know they are on septic until there is a problem. It became very clear at a recent commission meeting that they do not want to invest in sewer lines, but offered no solutions on how we address septic tanks.”

“I serve on the EPLOST [advisory committee]. There have some challenges with the electrical buses. UGA also has some challenges around batteries. The CCSD has not collected enough data. Changing our fleet should be done in phases collecting data, with a clear plan for electric charging and experts in this field for guidance. I agree with the 2035 plan, but during the manager’s budget presentation he stated we had to revisit the renewable plan. But support the 2035 plan. We have not received any recent updates since approving the plan, so I don’t know if we are on target.”

“I have started at several debates that the new owners have been working with the local government to replace the old water pipes. They have been patching, because they need a special use permit. The have been at least 12 efforts to get the design approved [Fact Check: The owners have not submitted a plan which even could be approved or not -APN]. The next presentation is in May. The new owners willingly inherited the problem not knowing that loops of obtaining the special use permit. I have worked on this problem since 2023, but this problem existed long before 2023. The Catholic sister in charge at that time was concerned that illegal immigrants would be threatened with deportation. They have fixed the library pipes [Fact Check: They have installed a tank at the library, which is what Thornton is referring to here -APN]. I will continue to support the efforts of the owners, because I know they care about the people and not the money. The problem is too much bureaucracy and old policies. I anticipate this will change with the new manager.”

“I love the greenway and Firefly trails, one unforeseen problem, is taking homeowner property. I believe since the the greenway and Firefly trails are long term projects funded by TSPLOST, a percentage should be designated each year off the top and completed with other TSPLOST projects. This causes a feud between strong environmentalist and folk who want sidewalks, speed humps in neighborhoods, etc. One is no more important than the other. But communities of color often feel left out. The little that I know about charging stations from the CCSD sustainability committee, I have questions and again we have had no updates from ACC.”
